If the Lore is higher than Craft , then it is treated at same level as Craft.

Crafting Level = {Craft Skill -13} / 10

So 46 combined Lore & Craft to be able to use the Cosmic Forge, as

{23-13} / 10 =1

and Max Crafting Level = 5 = {63 - 13 } / 10
